The bill (Reg. No5267) defines legal, organizational and finance basis of the functioning and development of the state system of assessment of research and educational research personnel of the highest qualification and also basic principles of the activity, status, functions and authorities of the Higher Assessment Commission of Ukraine.
The assessment of research and educational research personnel of the highest qualification is to be legislatively regulated hence the main tasks of the bill are as follows:
Legal regulation of attestation of the research-pedagogical personnel of the highest qualification;
Definition of the principles of the state policy in the attestation of the research-pedagogical personnel of the highest qualification;
Definition of the authorities of the state power bodies and legal status of the subjects of the attestation process;
Regulation of the definition process that evaluates the research rate of specialists undergoing the attestation and their scientific efforts.
